The best tool to learn Photoshop is a book titled: "Classroom in a Book" from Adobe press. It is a series of highly detailed, well explained tutorials.
Since you have a copy of Photoshop 7 you maybe able to get a copy for that version at discounted price.
Is really worth it's price.

I do not know about the web but if you are near any Goodwill store or A Value Village look in their reference section I am sure you will find a discarded Photo shop manual.
If you have Photo shop Software the Photo shop Help options supply all the various methods of manipulation. you can actually print them of and make your own manual.

ALL programs can be had for FREE if you get eMule.com and download their program first. Then, you get the Server you wish to bring you the "Photoshop" or whatever, and print it into the SEARCH box and then press START! VOILA!
You will then begin downloading the program (and version of it!) that you wish! NO CHARGE!!

gimp is great - you can download it to disc if you want i guess - i have. i use it for all my graphics programs. they just came out with a whole new suite of awesome stuff too.
