What time of the day would be the cheapest to fill a pool?

Late afternoon. The water wont evaporate while filling. It will be quicker and less wastefull. Never try filling a pool in the heat of the day.

Most water payments I am aware of are by the gallon or the cubic foot. Does not have a cheaper rate as far as time of day.

Have not heard of a time sensative water meter. I know that some utility companies have time sensative power meters.
Therefore....anytime of day is the best time.
