It really stands for the bennies that are above and beyond what the average schmoe at your workplace gets. For instance, health insurance is not really a perk. A company car is.

I grew up in the Midwest, where we say "in" line. One is waiting in a line of people, therefore "in line." I now live in New York City and everyone says "on" line. The first time I told someone that I was "waiting in line" they looked at me like I was crazy.
