Hi baby what's up it's da diva here sweetie and to answer your question well baby if I saw a person letting their dog poop on my garden and then they never bothered to scoop it up I would go outside and ask them nicely to please don't let it happen again and to also please clean up after their dog, and if that doesn't work then I would threaten to call the police and report them. but I don't really had that issue because I don't have a garden.lol well got to go baby love ya smootches da diva.*

Get a shovel and fling it at them or fling it into their yard.
scoop it up and put it in a brown paper bag. Put it on the porch, light it on fire, and then ring the door bell.
Take pics of the offending person and make posters all around the neighborhood saying "This person is NOT a responsible pet owner...." etc

Scooped it myself, put it in a ziplock bag and hand deliver it to them. Ring the bell, hand them the bag of crap and say, "You forgot this." She quit letting her dog go in our yard after that. I did have a fantasy about turning on the sprinklers the minute I saw her, but who's got the time to lie in wait for that one?

pick it up and chuck it at em. I'd put a bag over my hand first of course. like I do whenever my dog poops in someone else's yard, but instead of chucking it I bring it home and put it in the trash. which isn't the best place for it because I'm supposed to have a doggie septic system, but who can afford that?

The first time, I would ask them politely to stop. If it happened again, I would find out where they lived and see that it was placed in their garden.

easily confront them! it is anybody's sidewalk they are on! If it extremely isn't any longer a sidewalk that's a public park, or somebody's backyard! i might say "Oh, you may desire to have ignored that." with a candy-as-pie smile on my face. ;] i'm blessed with a dogs who won't, under any situations, poop on a walk. yet then that makes for extra backyard cleanup, of direction. Blast! ;)

I would politely let them know the next time I saw them that based on this previous experience to "please do your responsible part in picking up the waste". To not do their responsible part they are ignoring good common courtesy and creating a situation that is not very "neighborly".
