Probably the best place to start is with Child Protective Services as it does not sound like your sisters are being properly cared for and that should be your priority.
Develop a reporiore with the social worker and get a family practice lawyer to help you in getting custody of your sisters. They are both old enough in most States that they may have a say in where they want to live.
You can report him to Social Security and IRS for fraud, but if you do at the same time you are trying to get custody of your sisters, it could be viewed as you just having a vendetta against your father or angry at him for marrying another woman after your mother's death.

We have a pal who's in a wheelchair paralyzed from the sternum down, he handiest acquired 25%. So he dietary supplements his sales in different approaches with SSA skills. So, watch out this man or woman won't have had a bodily ailment however a intellectual one.

If your accusations are true you can report them the SS Office but, do you realize the money it takes to support a family of 4. Maybe it is taking all he is getting just to get by. Two bras and 2 pairs of shoes? Do you know this as a fact or is that what your sisters are telling you. You should really know what your talking about before you make accusations. I'm not saying you don't know what your talking about, I'm just saying be sure first. Depending on what kind of work he is doing it may be allowed. I know my father in law is disabled but he is still allowed to make a certain amount of money.

There should be a disability fraud hotline number that you can call toll free. I would call social services about your step sisters, they could probably help you if you tell them the situation.

Here's the starting point with the IRS:

I'd also follow other respondents' advice and follow up with Social Security.

as much as i hate to dissapoint you theres absolutely nothing you can do unless you know his social security #. Then the govt still will probably not look into it. Its just like illegal aliens the govt really doesnt care because its taxpayer money. If it were their own they would be on it in a heartbeat.
