Physically, the card will fit since your motherboard has a x16 PCI-e connector. However, your current power supply does not meet the minimum requirements. Although the card might still work, it's not a very good idea to use it with your current PSU.
Also, contrary to what djfear said, the 7950 GT is NOT a dual GPU card! It's a single GPU card that has the ability to run in SLi, meaning you can buy two of these cards and run them both in your computer. However, your motherboard doesn't support that, so don't get two of them.
The card definitely does not need a 500W PSU, but you'll probably need a new one anyway to run this card. Anything even in the 400W range will be fine.
(btw, djfear, I think you are referring to the 7950 GX2. That is indeed a dual-gpu card and it's immense and power-hungry)

The other thing you may need to consider is the physical size of the Graphics card, i have the E520 and i brought a Nvidia Graphics card only to find that the fan was so big on the Gcard and the CPU cover meant that i would either have to take the fan off the CPU or the Gcard, which of course neither is a good idea. make sure that if you purchase it you have a good returns policy avalible, just incase.
Though i do have to say the spec of the gcard is fine for the E521 dell desktop, and looking at the incase view it looks like it "should" also fit.

The basic 7950GT consumes about 49 watts, the OC version, a bit more. This wattage would mostly be drawn on the +12V rail. Your 305W power supply may not have spare amps on the +12V rail. Get a higher rated power supply w/ strong +12V rail (18 amps or better if dual rail).
Do not rely on minimum power supply recommendation. It will just run HOT at FULL LOAD (esp. the +12V rail). A higher rated power supply runs cooler and lasts longer.

As stated in linked page, minimum system requirements are:
- 350W PCI Express compliant system power supply (with 12V current rating of 22A or more)
- PCI Express compliant motherboard
- Vacant X16 PCI Express slot
So make sure you have all this.

the card is compatible and it will fit in that case (big card) however, the 305w psu could be a problem since the 7950 is a dual gpu card. It would need at least a 500w psu.
