A WiFi hotspot (not hotstop) is a publicly - accessible wireless Internet service. Some are free and some require that you pay a fee to use them. Borders, Starbucks, most airports, most hotels, and many other public locations now have WiFi hotspots. If you have a laptop with wireless capability try firing it up at one of those locations - even when there's no sign announcing the service, you'll often find that there's a hotspot nearby.
Most residential wireless access points are wide open by default - that is to say, they will allow anyone to connect to them. This makes them WiFi hotspots too - unintentionally. In any urban area you'll find lots of these - I live way out in the country in a small town in Hawaii and there are even a few of them here!

A Hotstop is a place, such as Starbuck or a public library, that has a wireless network set up that anyone may access from within their building. You can go there and use their wireless to surf the internet, usually for free. All you need is a laptop with a wireless card in it.

I guess you are actually referring to a "Hotspot", which is a place where you can access the internet with your notebook (if the notebook has a device to allow wireless lan connections).

It's a location where you can connect to the internet wireless. For example, if you sit in Starbucks on my university campus, you can connect to the internet.
