If you are doing the reinstallation/recovery from the D drive, or from the installation disk/cd , you can format C drive (anyway during reinstallation the drive or the partition is automatically formatted. It is not so in case of a repair installation.
The safest way is to run a reinstallation , which will automatically format the C drive.

Yes you can.. you just insert windows CD and boot from it. then follow the instruction and you will be ok.. make sure you dont format or delete the D partition..
If you want to do reinstallation, just boot from the D partition.. some manufacturer will ask you to burn a reinstallation CD or DVD first.. consult a friend or a computer technician if you are not sure..

im thinking i know what your trying to say, but your asking the wrong question, you can 'install a computer' you install something ON your computer, your computer is the hardware.
if you mean can you re-install windows on your computer yes you can, but if you mean can you re-install or recover everything that was on your computer before you format it... well technicly no. you need to back everything up, games music important files anything you dont want to lose on either another hard drive or start burning things to CD, then you can reinstall windows and start putting things back.
i hope i answered your question
