Earthquakes are difficult to predict and there is no current scientific way to predict them (seismographs record earthquakes not predict them), volcanic eruptions can be predicted to a degree. Scientists use signs like increased seismic activity, increased gas emissions, swelling and bulging of the mountainside, and snow melt from increasing temperature inside volcano.
If you go to wikipedia and search volcano prediction it will give you more info on the topic.
Hope this helps
