In geography, a honeypot is a particularly popular attraction within a managed tourist area, such as a national park. Examples include Malham Cove, in the Yorkshire Dales, England, and Old Faithful in Yellowstone, USA. Honeypot sites are often encouraged because they concentrate the damage caused by tourists on small sites, making conservation easier in other parts of the managed area.

Honeypot is a term of old time usage. It refers to something that is very desirable. Before the advent of widely available sugar, honey was the most sought after sweetener and the pot it was kept in was highly desirable. What would qualify a place as a honeypot would be those attributes that most people would consider desirable. Aspen, Colorado might be considered a honeypot for ski and mountain lovers, while South Padre Island, Texas might be considered a honeypot for spring breakers.

I'm afraid the only kind of Honeypot I know of is a computer set up to root out and counter-attack hackers. I'm guessing people you are talking to aren't mentioning cities that counterattack hackers... : /

Wikipedia says it's a popular tourist area though. Specifically a gem within a larger tourist attraction, like a specific geyser in Yellow Stone National Park or something.

There is an ant called a honeypot ant. It is fed sugar or nectar by all the other ants and it hangs on the ceiling as sort of a storage pot for rainy days for the rest of the ants.

Honeypot has been used as a euphimism for chamber pot. In areas without plumbing these are kept in privys in the home for human waste, and taken out and either buried or used for fertilizer.

A honey pot or honey well used to refer to a hole in the ground for human waste as in the 2 P's. Not sure if this helps but the only reference I have is past tales of the Asian countries during WWII.

In legal terms, it's a manufactured crime designed to attract "criminals". Setting up a drug deal with someone where the actually seller is a cop is one example.
