Many people are talkative when they are relaxed and not busy, but when they are busy, are not chatty and might even seem a little anti-social because they are focused on the tasks they need to accomplish.
Would be no need for concern unless she is consistently overly happy and talks about accomplishing sky high goals, then a few days later is down in the dumps and depressed about everything - it could be she is manic-depressive; even still, unless it is affecting her ability to do her work or you are really close friends with her, that is her personal business. Only if she is making poor decisions or has poor performance should you bring that to her attention or that of her supervisor.

Well, it's true that people have moods. But if they are radical, and go from happy and on top of the world, to down in the dumps in a heartbeat, it may be bi-polar disorder. One of the symptoms of someone when they are in a manic-state is talking very fast, and not shutting up.
I don't know her, so I couldn't say. She could just be a normal person having her ups and downs, or she could be bi-polar.

Why not just ask her instead of asking perfect strangers about her possible "mental condition". She may not feel like talking on those quiet days. Talk to her.
