I have an old computer in my daughters room that is running windows 2000 professional & my brother did something to it. Every time I start it to try to get on, it will start and everything until it appears to just about to sign on, it just reboots and then goes to square 1 & starts all over again dooing the same thing; rebooting. So how do I get in to at least go back to last restore or fix it, I can get into F3 and get to troubleshoot, but I don't know where to go from there. Please Help!!

When it's starting, press F8 key. Then select "Last Known Good" option. Hopefully this will undo his change and get you going.

I would suggest,
1.As soon as the power button is pressed to start the computer,(and I mean IMMEDIATELY!),press F8. Hold the button until it beeps, let go!,(the beeping sound just means a keyboard key stuck error). This will take you to a screen where several questions are asked. One of the listings is Safe Mode. Use the up arrow key until Safe Mode is highlighted, and press Enter. It'll ask are you sure........., YES!
Once the safe mode screen comes up, go to Start, Control Panel, System Restore.

Try pressing F8 during the boot system and choosing safe mode. That should stop any drivers, services and utilities from starting that may be causing the reboot.

If you can get to the windows advanced options menu by pressing F8 when you start up the computer, then try choosing last known good configuration

Hello, your issue is easy to fix. yes, first boot to safe mode then try turning off the startup programs by running msconfig. if you don't know how to do that search it online... anyway, restart computer after turning off some of the programs on the startup tab on the msconfig if it still doesn't work uninstall the programs your brother installed... goodluck!
