1. Is it true the next season of Lost doesn't start until February?
2. I heard that if you pause the episode where they are talking to Jacob you can see that there really is a person there. Anyone know if that is true?

But it would not surprise me.
About 2...where did you hear that? because I think I'm the one who said it first (not me..me, but another me...if you get my meaning)
It was the weirdest thing ever.
I watched that lost episode with the "invisible" Jacob (like Ben was just a schizophrenic or something). Then I kept the recording for my friend to see it too. But after my friend saw it he asked me "did you see Jacob, it was cool?" and I answered: "No, I did not see Jacob because there was nobody in the chair..."
But then my friend insisted he saw Jacob for like a split of a second.
Since we still had the recording, we looked it up.
My friend was right.
You could see Jacob in that second if you pause when Ben is thrown against the wall and the camera sweeps back very fast, then if you pause at the right quarter of a second, then you can see Jacob in the chair.
Even if you know he's there, you still have to pause at the right moment or you will miss him. So you pause again and again until you get it because it's when the camera is sweeping really fast.
I saw Jacob...sitting in the chair, for a millisecond on pause mode.

Season 4 of "Lost" does not start until February. Torture. Yes you can see Jacob sitting in the chair, and there are several links on the "Lost" boards on the ABC web site.
