promoting propaganda against other leaders within their own country
withholding information that would not jeopardize national security from the people.

ignoring own nations intel because it conflicts with goals
paying other nations to act like he/she wants them to
silencing dissent and protests
making lists
making people who disagree suspect of aiding the "enemy"
declaring war on something that cannot be touched, like an ideal
making appointments based on loyalty rather than qualifications
funding local authorities to gear up like military
remove privacy
last but not least...
erode the freedoms and authority of the people, and do not act upon the increased power of the central government until you have convinced the people it is in their best interest to give up their rights for security.
I think that about covers what Hitler did.

Like Clinton or hate him, history shows that he never wanted or attempted to "take over the world" (Monica maybe, but not the world). That answer is just dumb, from a neo-con who doesn't know or care about facts so long as he can attack someone with whom he thinks he disagrees.
Bush Jr. is another story. Like him or hate him, the facts show that he does want to remake our nation and the world in his image of what he thinks it should be, regardless of what others want or believe (including the American people) even if it takes limiting or destroying American liberty and human rights, torture, illegal wars and regime change, and that "line item veto" so he can bypass Constitutional checks and balances and secure even more power to himself.
