depends on what you call "terrorist"... Bush has a funny way of making everyone a terrorists... but it's very unclear how many had anything to do with 9-11... probably very few...
many are from Iran... some al-queda (some al-queda in Iraq, which was actually formed after 9-11)... then you have local forces from Iraq... who's a terrorist... who's not?
