Get a haircut. Get highlights, subtle ones.
You can get layers into your hair.

Try a different type of clothing style that you like and that you have always wanted to try out.
I don't know what your style is, but since you have THOUSANDS of dollars to spend, try Saks, Macy's, Nordstrom.
Spend the money on some nice clothes, some designer items like a handbag, shoes, or nice sunglasses.

Make sure you have a good skincare regimen. I don't know your skin type, but you don't need a lot of money to have good skin.

Check out fashion magazines, like Seventeen, Allure, Cosmo Girl!, Vogue, Elle.
See what trends you like, and buy something similar to what you see in the pages.
Don't go with your friends shopping, unless you have a trusted friend that will tell you what looks good on you and what does not.

As for makeup, only wear what you like, and what you want.

Don't try to be something you're not, which is the most important thing I can say.

¤ Find a skin cleansing regimen that works for your skintype.
Try going down to a local department store that has cosmetics counters (i.e. Nordstrom, Gottshalks, etc...)
I personally use the Clinique 3-Step system.

¤ After finding a good cleansing system, ask the cosmetics girls for some simple tricks and easy to wear (not heavy) makeup that you could wear. Even if it was just a few swipes of mascara, it can really make a difference.

¤ Even if you are not overweight, try signing up at a local gym or find an exercise routine - get toned and shapely.

¤ Get a new wardrobe to compliment your body type and fashion style (or since you are going for a new look - a new fashion style).

¤ Try out a new haircut. Even if you really don't like it - you have 3 months, and hair grows back.

The best thing is to copy the movie stars and top models - the one thing in common they all do is drink heaps of water! Not only will that maintain your weight - but also give you glowing skin and hair.
Next - a hair change - have a look for styles you like on celebrities you admire similar to your age - get some color in your hair - straighten it if curly or curl it if straight.
(like the cheerleader Claire on Heroes - her hair is really pretty) - get extensions if you need to.
Go and do a dance or cheerleading or martial arts group and join up - it will make you fit and give you confidence and skills (nothing more attractive and appealing as a girl with confidence).
Smile heaps and be a good person.

do something different with your hair...
don't wear a lot of makeup (do you really need it that bad ???)
get some new clothes in colors that you normally don't wear, but look good on you...

Why do you need elaborate skin care ???
Unless you have a disease or 50 yr old handbag skin from sun damage...be natural.
