How does this work? Do you just call and tell the power co. that you want the power turned on for two hours to conduct a home inspection or what? And about how much does it cost? is there a set fee or something?

If you are a buyer and planning to do an inspection yourself, you are making a big mistake. Have a professional inspection company do it.
Is this a foreclosed property, which is vacant and the power is off?
Just a week ago I asked a home inspector about this (regarding an inspection of a foreclosed property with power off.)
He said the power company would turn it on for him. So, let professionals do it for you.
What does your real estate agent say about it? You do have an agent? No? Well, here you go...

Do you mean this is a house you are considering buying? If so that is NOT your responsibility. And I am not sure why a seller would not have power in the house. If it is vacant, then it would cost nothing to keep the power on as long as all the lights and other appliances are off.
If they don't get the power on then you can't get an inspection, and you can't get a loan, so move on to the next property.
