What's the best thing/first thing to say to a passive-agressive person when you realize that they truly are passive-agressive?

I'm not sure exactly what you're looking for here. A quick putdown or an I-know-what-you-are? Can't help you with those. They're a waste of time anyway.
One thing I can tell you is never humor a passive-aggressive. Don't let them make you feel guilty, whatever you do. PA's use guilt as a means of controlling others. They'll often play the victim but don't you believe it. They'll probably never connect to you in any true sense because they're too afraid of becoming dependent on anyone else. Don't think you can help or fix them, either; they won't let you because they don't believe there's anything wrong with them.
I know it sounds harsh but unless you have a lot of experience dealing with PA's, the best thing you can do is walk away. Get too close and they'll just suck you into a game you can't win.
