Normally, no. There are a few fish species that are hermaphrodites, meaning they have the organs of both males and females. Some have both at the same time, but there is usually something which prevents them from fertilizing their own eggs.

But some types of fish change gender according to the needs of their population. The species most people would be familiar with is the clownfish ("Nemo"). If the dominant female of a group dies, the dominant male changes gender and takes her place. So "he" could eventually lay eggs. But at the time the eggs are laid, "he" is now a "she". Once the male becomes a female, they can't change back. In other species of marine fish, they can begin life as females, then change to males.

There's also the situation of the seahorse. A female lays her eggs inside a pouch on the male where the eggs hatch, so the males appear to "give birth".

Interesting question. Male Fish can not lay eggs per say. Some fish lay there eggs inside the male for germination, and the male breeds them that way and watches It for the. As fare back as I believe no single male fish can ;lay eggs, they can only transport them after they have been layed by a female.

As i'm sure you've learnt from the other answers, no, a male fish CAN'T lay eggs.
About the only exception that I know of male fish giving birth, involves sea horses. And even then, they don't lay eggs. The female deposits her eggs in the males' pouch, where he mixes them with his sperm. Then a few weeks later, hey presto! he gives birth to many little sea horses.
Maybe you have a male fish that is very ill and suffering from a bacterial infection. If your male fish has a swollen tummy, then it is always a good idea to treat your tank with medication. Look for meds that are made to treat internal bacterial infections, as he most probably is suffering from that.

hope this helps! For more specific info, please e-mail me, and I will try my best to help you.
