i have an undergravel filter and really want to put sand in the tank along with a sea star is this possible with an undergravel filter? if so do I need to adjust anything to make it safe

I've seen this done by using a layer of non-woven fabric under the sand. Some sort of sand stirring animal life is needed and the flow rate is MUCH slower,so you have to watch out for anaerobic spots that can produce sulfates. Careful monitoring of the Nitrogen Cycle is necessary for a few months. If done correctly one can create a "Plenum" that will actually remove Nitrates from the system. But this is not for beginners and requires advanced aquarium skills.

You cannot use an undergravel filter with sand as the sand will pack down too tightly to allow water to flow properly through the substrate.

Sorry to say I wouldn't consider it possible realistically. Sand is just too fine to 1. stay on top of normal undergravel plates and 2. allow for proper water flow.

If you want to swap to sand you will have to ditch the UG's in my opinion.
