you could try fitting a potentiometer in the electrics to slow the driver down... how are you at electronic Ctts..
if its using a 555 timer you can adjust it by changing the capacito/ resistor ratio..
just had a look at the horn...on ebay.. looks like its got a plate in it with holes that line up with the manifold to play the tune..
not sure how the gearing is done so dont know if you can slow it down ( would think its driven of the end of the compressor shaft) so you may not be able to ..

It may be fixed speed.
The link is wolo and at the bottom a link to ask questions. You may be able to ask them and they tell you a way to slow it down. May be a coil or capacitor inside that can be adjusted.
