Well, to begin with, you're asking a world-wide audience to comment on something that is most likely local to you.
Having never heard the saying, I would imagine that their hope is to make people think.
"Yeah, where are the kids?"
And if they don't know, they should!

The ads were first aired in the 1970's on other networks (there was no Fox News back then as far as I can recall) as a reminder to parents to make sure that their children were not out on the streets engaging in drug use or other unsafe behavior. The thinking behind it is that if parents supervised their children better, they would be less likely to get into trouble. It probably sounds silly to young people nowadays who are accustomed to being out at all hours of the night. There was a time when the ads were more meaningful to most people. To me, those ads are still powerful.

It is there way to say : Parents, it's ten o'clock at night; do you know where your child is? what are they doing? who are they with?
I believe it is their attempt to get parents to be responsible parents and know the whereabouts and happenings of their chlidren. So many parents today let their children do whatever they want, no matter the hour because they are focused on their own wants/desires.
This is only my opinion, and I personally enjoy those spots when I see them, because it does get me to reflect on my kids, especially if they may be away from home. Having two teenagers and 3 in the 8-10 age bracket, it is a reminder to me that I have responsibilities other than myself and I need to take care of the precious blessings that I have been blessed with to care for and raise.
Just my two cents...will be interesting to see if anyone actually finds out why they do say it.

Unfortunately there are many parents who don't know where their children are at 10 pm. Those who are still underage have no business being anywhere except home in bed at that time. They are still school age kids who need structure in their lives and that must start at home with the parents if they are to be safe, finishing their homework and chores, and getting enough sleep to be alert and ready to learn when school starts in the morning. Bless Fox news for reminding parents to take their parental responsibilities seriously. We lose too many kids every year because no one cares enough to be sure they are guided by rules and HOME IS WHERE THEY NEED TO BE AT THAT TIME OF NIGHT!!!

well at 10o clock at night most kids are runing the streets its a wake up call to find your kids or if you know where they are your sopouse to ask them if there ready for bed if not just do like most people let them run the roads the cops will take care of them.
