When someone uses the phrase "playing house" this could mean a variety of things depending on your situaion. Now if you are not married and have been with your mate for 6months to a year or longer and you to share bank accounts,bills,cars or anything out of the ordinary this could be considered playing house that's if your not married of course.

It means it's OK, it's average, nothing special. But it really depends on the intonation in the voice. If said with enthusiasm then it can mean good or very good. If said with a shrug it can signal that the speaker is slightly embarrassed and doesn't want to say it's bad but a best it's only average. So the way it's said is very important.
