you can probably be honest with them and they won't get offended, but expect this person, or any other person, to be a little hurt by your rejection...i do encourage you to be honest and to not lead the person on by saying things like "maybe some other time"...you being honest with that person may hurt them today but that is way better than leading somebody on...

Say look...I've been trying to be nice about this but now you are just getting annoying. No I don't want to go out with you today and no I don't want to go out with you tomorrow or the next day or the next...get the hint?

Say something like, "It's really sweet of you to ask and your persistence is really cute, but to be honest I am just not interested right now." Honesty is the best policy it may sting but maybe it will get the point across.

Just say you appreciate the invitations, but you hope the person respects you enough to accept your feelings.

If he is phoning-hang up, if he is asking face to face, walk away, in other words don't respond. One hates to be rude but this character is not getting it and could be considered, in a very general way, a stalker who doesn't take no for an answer.

I dont think its possible to not offend them...but just saying "i'm not interested" is one of the nicest ways to put it

OKay. this is not the right place, but...
NONONONONONONONONONONONONO!!!!!!
Aren't you sick of it??
I would be. I'm sorry but I might not be polite as you.
If they harrass you to go out with them, they do not want a polite no for an answer. You should SCREAMMMMMM!!!
I know that's not very nice, but you'll feel better once you shout.
You must be bottling up your hatrid of him inside.

I'm sorry that you keep asking me out, but it is making me very uncomfortable. I just don't have the time right now to socialize and I would appreciate it if you would hear me say that again, I have no time to date.

just be adult and tell them...the truth is better than a lie they might catch you in...

Sorry, I'm not interested in going out with you, you seem to be a nice person, just not my type. (honest, truthful and to the point.)

Gotta let him know straightforward in the nicest way possible. That's really the best way you can do it, it could hurt him, but how else are you supposed to let him know?
