He's a cryptorchid...monorchid would be the term if he REALLY has only one testicle...BUT, chances are he has them both, but the other one has not descended out of the abdomen or inguinal canal (the area between the abdominal wall and the scrotum where the testicle passes through to get into the scrotum before birth or during the first few days after). If that's the case, he's a unilateral cryptorchid (only one side affected)...if he didn't have either, he'd be a bilateral cryptorchid. This is pretty common, but true monorchidism is very rare, unless one has been removed surgically or lost traumatically...and there's really no reason in animals to take just one...humans tend to want to hang on to as many as possible when they have a reason (like cancer) to have one removed! However, for an animal..that's just a bad job if you only take one.
He is technically still a stud, but it is considered unethical to breed these types of animals (horse or otherwise) as this tends to pass to offspring.

When only one testicle descends, they're called a uniilateral cryptorchid. If neither descend, it's bilateral.
If he was gelded, and only one was taken, it was an incomplete castration. No respectable veterinarian would do this.
Proud cut normally refers to a castration where portions of testosterone-producing tissue is left behind. A blood test will reveal if your "gelding" is producing more testosterone than he should be.

I forgot the name vets call a half gelded male horse. he is still a gelding because he can not reproduce. You might want him fully gelded because a half gelded horse can tend to have more stallion like behavior.

If he had been previously castrated, the person who did it did a TERRIBLE job.
Your horse is now a unilateral cut horse, meaning, only one testicle has dropped (Since it was previously pulled up before).
He can still reproduce. His sperm count will be DRAMATICALLY lower, but he is still a fertile horse. Technically he is now a stud.
If you have any mares, I'd suggest getting him re-cut ASAP by a GOOD vet.

I suppose it really depends on whether or not the horse can produce working semen with one tesicle or not.
