Yes, they will. They are often used in an emergency to determine if high voltage is present. They tie a 4' florecent bulb to a long insulated pole and hold the pole close to the power line. If the tube glows, the power is on.

I've had flourescent lighting both in commercial and home applications for over 30 years. I have never seen one glow unless it was turned on.

They will glow when near a radio station transmission tower also.

I doubt it, but you could always give it a try.
They'll glow if you put them in a microwave and turn it on.
