Air for sure.

The speed of light is fastest in a vacuum. In all other materials the presence of matter interacts with the EM waves and effectively impedes (slows and absorbs) the light to different degrees, depending on the material and the light's frequency.

The amoung light bends on entering or leaving a material depends on the speed of light in the material.
