Its called cotton mouth in the U.K. and its a fungal infection, you need a propriatary remedy most stores should carry it, generally its caused by an open wound or poor water quality.

Its generally not infectious.

I stand corrected its not fungal.

That is most likely a bacterial infection called columnaris, or mouth fungus. Even with that common name, it's not really a fungus at all but is in fact an actual bacterial infection. The best treatment is an antibiotic called Furanace. If you can't get that in your area, get Maracyn TC or any other tetracycline product. Just treat as directed on the package for 10 days.
