If you're referring to that song played during timeouts, especially when the home team is on a roll, it's got to be "Rock And Roll Part II" a.k.a. "The Hey Song" by Gary Glitter. At certain parts of the song, the crowd joins in with shouts of "hey!".

I think you are talking about the song called "Right Now" by the Pussycat Dolls. (: They're the girls wearing the NBA jerseys during timeouts in the music videos.
