A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.

In other words, because we need a militia to keep us free but they are a threat to our liberity, there shall be no governmental blockage of the right to have weaponry.

So, no it is not constitutional.

Yes it is. Read carefully the Necessary and Proper Clause of the Constitution, which gives Congress the power to do so.

Yes. The constituion makes bearing arms a right. The quantity of which, the type, and other regulation of it, is definitely up to the governing body.

yes...the government does not have the ability to absolutely restrict guns but they can regulate them and set regulations for ownership...the same way that speech is regulated in some ways.
