a. Low pressure means air is rising and cooling, so water condenses and becomes clouds.

b. But not because of why they say. Air at high altitudes is colder, so can hold less moisture. When it descends and warms, it can hold even more water, which reduces the relative humidity. That is why there are no clouds during a high pressure.
