Great Britain had been the leading power on the seas since 1600 till the First World War.
And Great Britain thanks to its power on seas and colonies had the opportunity to have row material to start the industrial revolution, the first country that saw industrial development had been England.
USA were not a worldwide power, German was powerful on land and had a good fleet but not enought to contend England the control of the seas except for "domestic seas" because German fleet was not intended to be a worldwide power.
But also after the WWI, till the end of the WW2 Great Britain(British Empire is more proper) had been one of the most important power in the world.... it included England, Scotland, Wales, Ireland, Canada, India, South Africa and a lot of African colonies(Kenia, Brit. Somaliland), Australia, New Zeland and some others Pacific colonies...and some asian colonies(for example Hong Kong)... and some Caribean colonies(for example Bermudas).
