Step 1. Erase any unused programs from Control Panel's Add/Remove Programs utility.
Step 2 Start button, Run, "msconfig.exe", Startup Tab, uncheck everything. (you can check things later if needed)
Step 3 Run scandisk
Step 4 Defrag
Process can take a few hours but you will see improvements in speed.

If you don't have any experience in overclocking, then don't. It won't do much for the risk of overheating several parts of your computer.
The first think you can do to speed things up without buying anything is to delete as much as you can. Clean up your temporary internet files, and delete anything that you no longer need or use.
Next, uninstall all the programs that you don't use.
Next clean up your computer of any spyware or adware or viruses.
Use Ad-Aware for adware if you don't have an adware program:

If you don't have an antivirus, use AVG:

it's free.
That should clean up your computer of anything useless that's taking up space and processing power.
If you know how to use msconfig, then use it. If you don't then don't touch it. I only say this because some people really screwed up their computer because they didn't know what they were doing when they were using this.
Finally, defragment your hard drive(s). This will compress files to the front of the disk. If files are closer together, the disk goes faster.

Not the definitive answer, but preventive maintenance helps. As in keeping your PC clean. If your cpu/fan becomes dirty or caked with dust, grime, etc., it can "throttle down" to a lower speed.
It can do this automatically so you may never know, and simply cleaning these things may bring it back or keep it from going there.

Lots of good answers here, esp. more memory, defrag the disk, etc.
Check the rotational speed of the disk as most applications are I/O bound. For example, a 4,200 RPM disk is slow by today's standards. Replacing it with a 7,200 RPM disk will show a significant improvement unless the application is compute intensive.
Memory over disk, generally.

Overclocking is not for amateurs, I have seen a chip blow within a week or two . More ram is normally the biggest improvement, and is cheaper than a blown chip.

you might want to overclocking your computer..set your cpu clock faster in your BIOS..if your motherboard and cpu support it..ask someone who know about this thing coz it's risky job

uninstall unwanted programs, especially ones that start up when you power up your computer....example, yahoo messenger...quicktime...etc.
Defragment your hard drive.
Download a copy of SpyBot Search and Destroy from www.download.com
Run that and it will clean up any adware junk that is running on your computer.

shutdown everything but the operating system. your computer will be faster but only until a virus kills it or spyware drags it to a standstill.

and then change the speed for ur CPU.... dont change it too much... your computer may get hot....
