Depends on whether you are referring to mental age or physical age.

Pretty sure Texas only requires a mental age of 5 years.
Proof: George Bush.

Everywhere else I am sure it is over 21, they want you to be able to drink so they can sway your decisions ;-)

As of yet, I don't believe we have a Governor of the US. We have a President......sort of.
