Both, and let me tell you why:

In the snow, I get to wear cute beanies and scarves and gloves and can layer my clothes. I have an excuse to shop and wear cute sweaters and jeans.

Sun=swimming, tanning, the sun staying out londer, etc. I get to wear cute tanks and cute sandals.

Strictly based on clothing alone, I could not choose a favorite. On temperature, though, I would say snow because you can always put on more clothes to stay warm whereas in the sun, you cannot (legally) walk around naked to stay cool.
