For the first time the distinction between civilian and military targets was blurred. Whole cities were bombed to damage the industrial base. Civilians often participated in partisan activities, and as a result many others were punished for it. Also, especially on the eastern front and in the Pacific many of the combatants deliberately abused and murdered civilians.
In previous wars this kind of action against civilians was considered dishonorable and often resulted in punishment. But in World War Two it sometimes became official policy. The British deliberately targetted German civilian populations in order to demoralize the people and to distract Hitler from military objectives. The Germans and the Russian both used a scorched earth policy when retreating to deny the enemy any useful resources left behind.
Not a pleasant time to be around, soldier or civilian.

Civilian populations were bombed by various Air Forces throughout the war. Air Power accounts for 90% of the casualities in a war. London, Berlin, Tokoyo and swarms of major cities were bombed at random regardless of who got in the way of targets. There were over 50 million people killed in WW2 with the vast majority being civilians. Air Power is what did it.

without the luxury of laser guided bombs like we have today, both sides had to resort to carpet bombing cities to make sure that they destroyed there intended target.there were many more civilian's killed, than military personnel.it is a shame that the allies had to resort to these measures, but they knew that the Nazi's had to be stopped, at all cost's.
