I would guess, since it was a WWII song, that it was the yearning each soldier had to return to his loved ones, and just as strong yearnings on his his woman's part to be with him. Since trains were the best mode for long-distance transportation home then, the person is obviously looking forward to boarding the train and going "home", in their mind if not physically doing it.

I always thought it was a song about dying. Taking a journey to heaven, home etc. and that the sentimental journey is looking back over your life when you pass, like people that have had near death experiences describe. Sorry, I know this sounds morbid, but thats my interpretation. And anyway, death is not meant to be a sad thing, its meant to be a rejoicful time.

This was one of Doris Days' signature songs. She did not write them, I believe. This one?
I am packin up and bailing.
I have good memories, mostly elsewhere.
In those days of innocence, she was off
full of life and hope.
Kinda different now adays. Plus she happily
boarded a train and did not complain.

The poor soldier she was singing about -- was a seven on the emotional misery index. Imagine your perspective of the world from a stretcher. Happy to be goin' home, but happier in heaven, right?

The person in the song is just going back home for a while. He/she is questioning why they left and looking forward to going back for awhile. No big secret messages in those days!
