Commanding General David Dwight Eisenhower.
It was originally intended to design exotic weapons, but the A-bomb project progress at such a rapid rate they turned all other programs over the Joint Chiefs.

General Dwight D. Eisenhower was the Supreme Commander of all ALLIED forces in the European Theater during WWII. He was not only responsible for US forces, but for all Allied forces. One of his greatest strengths, in my opinion, was his ability to work with other military leaders to plan Operation Overlord, the invasion at Normandy on 6 June 1944. It remains the largest sea assault onto land of all time, and its success was absolutely critical to the Allied victory in WWII.

As for the Manhattan Project, it was strictly a project to build an atomic bomb. German scientists were doing some amazing work with fission, and the Allied powers of the US, UK and Canada were very concerned the Germans might be the first to develop a weapon which used the power fission. Accordingly, the Manhattan Project was dedicated solely to that cause.

I hope that helps you out.

Eisenhower was the Supreme Allied Commander in Europe, which made him not just in charge of the U.S. forces but all allied forces. This required an awful lot of diplomacy on his part and he did quite a good job.

In World War 2, the three great world leaders arrayed against Germany were Franklin Roosevelt of the United States, Winston Churchill of Great Britain, and Joseph Stalin of Russia. Three finer war leaders could rarely have been found in any era. Churchill, a leader with bulldog tenacity and possessing fine oratorical skills, Stalin, the man of steel, and Roosevelt, the great politician and compromiser, held the allies together when things looked blackest and then led them to victory over the fanatical resistance of the Nazi Germans. Hitler, although a thoroughly evil person for this planet, also had his moments of leadership particularly at the start of his regime. But none of the other Axis leaders (certainly not Mussolini!) were of the caliber of the three Allied leaders. Hitler was outnumbered three to one when it came to leadership

"In 1942, Eisenhower was appointed Commanding General, European Theater of Operations (ETOUSA) and was based in London. In November, he was also appointed Supreme Commander Allied (Expeditionary) Force of the North African Theater of Operations (NATOUSA) through the new operational Headquarters A(E)FHQ. The word "expeditionary" was dropped soon after his appointment for security reasons. In February 1943, his authority was extended as commander of AFHQ across the Mediterranean basin to include the British 8th Army, commanded by General Bernard Law Montgomery. The 8th Army had advanced across the Western Desert from the east and was ready for the start of the Tunisia Campaign. Eisenhower gained his fourth star and gave up command of ETOUSA to be commander of NATOUSA. After the capitulation of Axis forces in North Africa, Eisenhower remained in command of the renamed Mediterranean Theater of Operations (MTO), keeping the operational title and continued in command of NATOUSA redesignated MTOUSA. In this position he oversaw the invasion of Sicily and the invasion of the Italian mainland."

"In December 1943, it was announced that Eisenhower would be Supreme Allied Commander in Europe. In January 1944, he resumed command of ETOUSA and the following month was officially designated as the Supreme Allied Commander of the Allied Expeditionary Force (SHAEF), serving in a dual role until the end of hostilities in Europe in May 1945. In these positions he was charged with planning and carrying out the Allied assault on the coast of Normandy in June 1944 under the code name Operation Overlord, the liberation of western Europe and the invasion of Germany. A month after the Normandy D-Day landings on 1944-06-06, the invasion of southern France took place, and control of the forces which took part in the southern invasion passed from the AFHQ to the SHAEF. From then until the end of the War in Europe on 1945-05-08, Eisenhower through SHAEF had supreme command of all operational Allied forces, and through his command of ETOUSA, administrative command of all U.S. forces, on the Western Front north of the Alps."

"The Manhattan Project was the project to develop the first nuclear weapon (atomic bomb) during World War II by the United States, the United Kingdom and Canada. Formally designated as the Manhattan Engineering District (MED), it refers specifically to the period of the project from 1941-1946 under the control of the U.S. Army Corps of Engineers, under the administration of General Leslie R. Groves, with its scientific research directed by the American physicist J. Robert Oppenheimer."

"The project originally was headquartered in an office at the federal building at 90 Church Street in Manhattan. That is how it became known as the Manhattan Project, even though the project was based only briefly on Manhattan island. Though it involved over thirty different research and production sites, the Manhattan Project was largely carried out in three secret scientific cities and one public site that were established by power of eminent domain: Los Alamos, New Mexico; Oak Ridge, Tennessee; and Hanford, Washington."
