Yes.

There are minimum outfield wall distance requirements, enacted circa 1958 for all parks built since then, but practically every new parks gets a waiver if the team simply asks, so they're more like well-perforated guidelines.

MLB Rule 1.04, The Playing Field (abridged):
Any Playing Field constructed by a professional club after June 1, 1958, shall provide a minimum distance of 325 feet from home base to the nearest fence, stand or other obstruction on the right and left field foul lines, and a minimum distance of 400 feet to the center field fence.

Minimum dimensions down the lines are supposed to be 325'. Old ball parks are grandfathered in and don't have to recognize this. Newer ballparks can appeal to have the design accepted if the fence is shorter but they have a tall wall, i.e. the Astros ballpark.

Are you kidding? The Polo Grounds in manhattan tops the record. Bobby Thomson can thank his fortunate stars he performed there and not in a "customary" ballpark! Baker Bowl in Philadelphia additionally had ridiculously short outfield fences - purely ask Chuck Klein. L.A. Coliseum from 1958-61 had a 251-foot left-container line with a 40-foot show on suited. Ridiculous. unique Yankee Stadium had a 297-foot top container line - you're welcome, Babe Ruth. You bring up an exciting question and its relationship to how ballpark configurations shape a participant's profession...
