logic: if I dilute 30% peroxide solution 1:1 with distilled water. I will get a perfect 15% peroxide solution

Yes you can. There is some heat of solution involved so the best thing to do is to add the peroxide to the water. This won't be a problem with dilute (3% peroxide) but could be with concentrated (30% peroxide).

Sure, why not. A bottle of hydrogen peroxide is generally an aqueous solution so yes, pour in some distilled water and you'll get a dilute hydrogen peroxide solution. Shouldn't be very exciting though......
