Definitely not, but he was still a high quality receiver for some years of his career. At least you can't take that away from him...

Stat wise, I doubt if he would get in.
Stat wise I wouldn’t call him great but he was just as good as most WRs past and present.
But stats don’t measure heart and that is one of the reasons I don’t much care for stats.
I believe Keyshawn had a LOT of heart.
He gave his ALL to every team he played with.
He was instrumental in helping every team he played with except Carolina, to the playoffs and was instrumental with helping TB win the Super Bowl.
He was their leading receiver that year.
I would always have the argument with my younger brother about the worth of a receiver like Keyshawn.
My brother would always say he is JUST a possession receiver.
I would always counter, and that’s who you want for a receiver; someone that will catch the ball when you NEED him to.
THAT was his greatness.
He would sell out his body over the middle and elsewhere and make that tough reception to move the chains and keep the drive alive.
Many teams today are STILL looking for that possession receiver that will go over the middle and make that tough catch.
Even most RBs and TEs don’t want to pass receive over the middle.
Keyshawn in the Hall of Fame?
Yes.

No he's good but not excellent. ALso he retired when he was only 34 he did great in his career, bt not enough to make it to the Hall of Fame. Take Tiki Barber he retired also he did more the what Johnson did, but he's not going to get into the Hall of Fame either.

He was a great WR but he won't come CLOSE to the hall of fame. WR is one of the hardest positions to make the HOF and I can think of a ton that should make it before him...

Jerry Rice
Cris Carter
Tim Brown
Andre Reed
Art Monk
Jimmy Smith
Irvin Fryar

Thats only a few, but theres a LONG time before Johnson makes the HOF

I'm going to go out on a limb and say yeah...Sure, he's outspoken...but not nearly as much as TO...and unlike TO, he DOES have a Super Bowl ring with the Bucs...

No, he was not HOF material.
Great talent, but never reached his full potential, and a big mouth.
