My swimming instructor tells me its because of my muscularity, but I think my lower back may be weak as I have a hard time keeping my legs horizontal. Any advice?

I have the same problem. I think it has to do more with bone density. My wife is heavier then I am, yet she floats like a log.

Work on strengthening your ab muscles...sit ups, crunches, etc. Your lower back may have something to do with it, but in truth, it's mostly your abs that would be pulling your legs closer to the surface of the water.

I have the same problem too! I'm super light for my frame (92 pounds for 5'3) yet my feet keep scraping the bottom of the pool... I do crunches alot and my abs are pretty strong. I'll be keeping a lookout for answers here too.

you need to be able to float on your back and your stomach.

you'll need to practice getting your hip up high...it's not your legs, it's your hips. the legs will follow if you can keep your hips on the top of the water while swimming.

Try to swim with pull buoy. Concentrate on your hand stroke. And relax...try to swim effortlessly.
