If a lease says something but your local law is different can the landlord force you to do it because it says it in the lease? i.e. the city regulations say property owners must take garbage to the curbside, my landlord says if signed for it I have to follow it. I disagree. What do you guys think?

If you signed a lease which requires you to take the garbage to the curbside, then you are required to do so, or risk eviction. I operate multiple rentals, and the local laws require that the grass be kept cut to a reasonable height. Even though the owner is technically responsible for that, I require my tenants in duplexes to maintain their lawns. If not done, I hire it done, and bill the tenants for the service.

Do you mean that your landlord, being property owner, has to take your and every other tenant's garbage to the curb side?
Are you renting a house and you are the only tenant? If this is the case, do you want the landlord come to the house and take your trash to the curbside?
Your question is not clear.
In general, a lease cannot supersede city regulations. For example, if the city says you cannot park a car on the street overnight, your lease cannot give you the right to do this.

If the example listed above is your only concern, I would take the trash out instead of going to court about it.

But, to answer your question, the local law likely says that the landlord is responsible for taking the trash tot he curb. If this is the case, the landlord's contract with you (i.e. the lease), which says that you will do it, likely shifts this duty from him to you.

The problem with your question is that local law implements a lot of restrictions, like you cannot park where there is red curbs, keep barnyard animals in your back yard, in the extreme, burn neighbor's houses or kill people. Your landlord cannot contract to do things that are illegal. But assuming that the provision is not for something that is breaking the law contract is not illegal, then it will likely hold up in court, and you'll have to do the little task. (Much in the same way you could contract with some one to take the trash out or pay your monthly payments, or any other provision of the lease).

the person that owns the place you are staying is not responsible for you taking your trash out, if that's what your asking. you are.
