They stink . They throw them out in hopes the person who
took them off will jump out after them thus taking their stinking
feet with them.

Sometimes they fly out of people's overstuffed cars/trucks when they're moving, sometimes they fly out of vehicles during accidents and never get cleaned up... other then that I have no idea why anyone would throw them on the side of the road...
