I would say George Steinbrenner. I think most baseball fans blame him for the financial disparities plagueing the game. Plus the Yankees have been so dominating over the last decade there is a certain degree of jealousy.
As for Al Davis he has been out of sync with the NFL for the last decade and by and large the Raiders have been a joke.

Darth Steinbrenner is the most hated because I believe (and many others) he is solely responsible for the financial disparity in the league. On that fact every individual who likes baseball should hate him because he is ruining the game and will lead to its eventual downfall. Soon, teams in Pittsburgh, Minnie, Milwaukee and others will not be viable. You can blame Steinbrener for that. You shouldn't be able to buy a championship with money from the New York shipping industry. The mafia owned docks should stay out of baseball.
Second we should directly hold the owners (all of them) responsible for the steroids in baseball. They are responsible for the behavior of their employees. It is interesting that the players are willing to strike for $$ reasons but the owners aren't willing to lock-out for steroid testing, however; much they complain about it. The only other person even remotely as responsible for it Fehr. Since Darth Steinbrenner has the most to lose from this it is most likely he is the most guilty/responsible.
Al Davis recently isn't hated by anyone but Raiders fans and players. It's hard to hate incompetence.

Steinbrenner is only hated by jealous success wannabes that cant accomplish what he does.
Davis is hated by all.
