I have been living in Taipei for 2 years, and yes, I noticed that also. I was told that the plumbing system in Taipei (or whole Taiwan?) is not that good, so the risk of blocking the toilet due to toilet paper is quite high, thus it's recommended to throw it in the bin, instead of flushing it down. I personally find it gross :-(

My Landlord never say anything, so we always do the normal way, flushing it down. But a good friend of mine who lives in the same area was right away told by her landlord not to flush the toilet paper down the toilet and anything happens to the system will be the tenant's responsability.

Yes, your friend is right.
I lived in Taiwan for more than 7 yrs, and I also found that Taiwanese people don't flush toilat paper. They put it in an "open" garbage can, next to the toilet..
I must say it is disgusting.
Most of the toilets in public places are "squat" toilets. Also something that western people can't use. When you flush, you have to jump away or your shoes and pants may get wet.
In modern houses and hotels, they have western style toilets, and toilet paper can be flushed.
I was fortunate to live in a modern house, always flushed the paper, and never had any problems.

ALWAYS bring your own toilet paper. In most bathrooms in public places there isn't any toilet paper. In some places they have vending machines selling small packets of what we would call "facial" tissues, to be used as toilet paper.

O, yes, not being able to flush toilet paper down the toilets, but if I am in a somewhat decent hotel, and by decent, I mean it could pass for an American going to Taiwan for the first time and only being to American hotels kind of has a predetermined expectation, I flush all my toilet paper down the toilets! Otherwise, that's why the garbage can is next to you in all stalls!

Taiwan is a tropical country, so after using a toilet, if you just wipe with tissue, you're gonna have a pretty scratchy anus by the end of the day.
Best to realize that you normally take only one crap a day, as it is. If you're lucky enough to take that crap at home, whether or not you use tissue, it is best to just bathe or shower afterwards to wash that area, or probably use zero tissue, save a tree, otherwise you will definately end up with an itchy smelly body.
Thailand is even warmer, so the washing of the anus with the left hand is almost universal, even bathrooms in the airport provide a dipper of water to pour down your backside as you rinse that area.
Taiwan is half /half, some wipe some wash, and yes, if you wipe, throw the tissue in the waste can provided and not the toilet, sparing the already overloaded sewer system even more trash from the 20 million people who will probably use that toilet after you are done. (yes Taiwan is crowded, up there with Calcutta.)
My way is to keep a small quart container with me in my office at school or etc. and,( if I can), I bring it with me to the bathroom to fill it with water before using the toilet and then I have enough water to pour down my backside, squatting over the toilet, while rubbing with my left hand.
Hey. we think you guys are barbaric using tissue. When did you come up with that? 40 years ago? India and China are 5,000 years old.

I've always been lucky enough to have a modern toilet and flushed the paper right down. Don't know about the squat toilets though.... the one time I had to use one, I didn't know which way to face :-)

HI,

Taiwanese are still living in the past as far as this is concerned. The old toilets especially in the smaller towns still get clogged up so they dispose of the TP in a side bin and clear it together with their garbage.
Once these people moved into the cities with Urban development, they brought along that practice.
In Modern buildings , it is not a problem and I dont have that practice going on at home -as long as I have been here i.e.22 years.
