Witchcraft wasn't so much of an issue in the time of Elizabeth I as it was in that of her successor, James I.
He became caught up in the hysteria about witchcraft in the early 17thC and wrote a book entitled 'A Treatise On Witchcraft' which further fuelled people's fears and superstitions and a number of witch hunts and executions ensued throughout Britain.
Fairly local to where I live (Lancashire, North West England)
were The Pendle Witches and I'll post a site you can look at about them.
Hope this helps.

James A. Sharpe Instruments of Darkness
J.Barry et al. (eds) Witchcraft in Early Modern England: Studies in Culture and Belief (1996)
are the best books.
