I've looked at Newegg and Tigerdirect and they only have retail...reasons is i dont want to pay for the stock fan because everyone says it gets really hot (sometime shuts off) so I wanted to buy another fan. If anyone can convince me otherwise please do so

Stock fans don't get hot, only if you overclock or put it on too much of a workload. Just buy a Retail, save up until you can afford an aftermarket cooler then stick that on.
If you really have your heart set on an OEM go to your local eletronic store and ask if they have OPEN BOX'ed CPU's which are the only OEM i can think of.

The most inexpensive place to buy anything computer related is www.pricewatch.com. It lists hundreds of vendors in "price order". You can get the CPU without the fan and buy a better fan; or get the CPU with the fan and keep it as a spare and buy a better one... Before you buy though, go to www.resellerratings.com (or similar sites like that) to check out the reputation of the vendor. I use anyone that has a 5 or better on reselleratings...

There is a really good site at hp or hp.com Hewlett Packard.
I got one that was 0 interest and 0 payments for a year! I love it and its the same computer you mentioned.

Depend on where you buy, sometime the PEM and Retail prices are so close, it makes no difference.
