try a pressure washer.
That will clean just about anything!

Inside of the CPU? As in the fan, heatsink or the actual chip. If you want to clean it just turn off your computer, ground yourself (touch metal, usually case), take off the clip, take a deep breath and blow the dust out of the fan. But if you don't know how don't you might short your CPU or scratch something.
The noise level isn't because of the dust alone, it could be when your CPU is under heavy load it instructs the mobo to increase the power to the fan to cool it down. Or because it's just loud just because it was designed that way.

The heat sink and fan clip on usually - sometimes a couple of screws - try and get it off the CPU and shake the dust out of it and use a strong vacuum cleaner. You will need some heat conductive paste to put it back on the CPU. If it's just noise try vacuuming it and a drop of oil!

It's safe to open the case up, usually only a couple of screws.
Use your household vacuum and compressed air to clean it out.
There are typically 2 to 4 fans in a pc. While you are inside, see whuch fan is feally making the noise and replace it. If it is the cpu fan, make sure you use heat-sink goop on it.

to clean the fins on the heat sync use a piece of card then it will loosen the the dust hover the dust out
now to make your fan run quieter do this
on the reverse side of the fan you will see a sticker take that off put a little oil (use a eye dropper)into the centre )replace the sticker and then put the fan back on the heat sync you fan will now run quieter
i do this about every 8 weeks works fine evertime have had same fan in computer for 4 years now

As Twyla M said. Do not use a vacuum cleaner. The static electricity they generate can fry your PC.
You need a can of compressed air, poke around the fans with it. Note that this can actually make fans noiser, as it dislodges dust into the fan, but it should run better.
If you are really concerned you could replace the offending fans.

Do not be affraid to discover or examine your computer, turn off your computer, unplug the main plug that goes into your power supply, and stay away from static, (you can use latex gloves) take off the fan and remove the processor chip, and clean way using the perfect dusters.
putting back your processor, remember to look at the pins and re-enter it the way it looks. lock it back in place, put the fan back on and close your tower, plug in your computer.

To clean the inside you must open it
I use a can of compressed air, just point and spray. It is amazing how much dirt gets in
If you do not want to do it a computer shop will do it for you but they will have to charge you for it you can call them for prices

just switch everything off take of the side and clean the processor out as for the fan if that is noisy change it hope that helps

Turn it off and open it. By the spray duster for computers and spray the inside. It works great for your keyboards too. You can spray all electronics with it. I am not sure what it is called. Just do not get Pledge or water to do it.
