I have a pair of tortoises that keep mating. They are 2 years old which is too young but does anybody know what age they can breed and produce fertile eggs?

They are hermanns.

In most species of tortoise (which you did not specifiy), the main determination is sheer size.

Many of the common smaller pet tortoises need to be around 4-6" long and 6-8" for most of the medium-sized species. In most cases, they will hit this at about the age of 4-8 years old.

Even once they start, the first couple years often do not produce fertile eggs or large clutches.

Let them keep practising, then when the time comes WHIZZO! hundreds of little Tortoises, Tortusses, Torti or whatever dashing about and growing up into lovely meat pies (With very hard crusts).. Good luck with the breeding programme... do they suckle?

Given that you don't already know this sort of thing i recommend you separate your tortoises to prevent breeding. That or freeze ever egg clutch in your freezer and throw them away after all cellular activity stops.
